USAID Proposal Development: An Introduction

This workshop prepares participants to contribute to the proposal development process by enhancing understanding of the various elements of a USAID proposal. Participants learn to analyze USAID solicitations (i.e., RFAs and RFPs), design proposals, review proposal drafts, manage partnerships, and ensure the technical and cost proposals are in harmony—all within the tight timelines typical of this complex process. You will learn how to:

  • Navigate the proposal application cycle for USAID solicitations of opportunities for acquisition funding (e.g., contracts) and assistance funding (e.g., grants, cooperative agreements)
  • Analyze a USAID solicitation
  • Anticipate and track upcoming solicitations by knowing where, when, and how to look for USAID funding leads
  • Lead go/no-go discussions, form teams, and develop a proposal work plan and deliverables checklist
  • Manage the development and review of the technical approach and budget to ensure the proposal is complete and responsive
  • Manage the proposal submission and lessons learned (i.e., debrief) processes
