Raymond C. Justice, Deputy Chief Compliance Officer for Blumont, Inc, is a seasoned professional with over fourteen years’ experience in compliance, grants, contracts, procurement, ethics, fraud prevention, inventory management, food assistance programs, and operations in the non-profit and for-profit field. He has worked for several US-based organizations serving in senior positions. Raymond develops and delivers trainings and interprets donor rules and regulations, including USAID, USDA, CDC, UN, and other international donors. He develops and implements standard operating procedures, as well as other policies and procedures. He is a Certified Fraud Examiner and member of good standing with the Association of Certified Fraud Examiners. He is an experienced trainer for Humentum on USAID Rules and Regulations and Procurement Planning and Execution, and developed the curriculum and is a co-trainer for our new USAID Food Aid Operations workshop, launched in 2017.
