Senior Advisor, Government Affairs, Regulatory Compliance, and Donor Relations


Cynthia Smith joined Humentum in April 2019 as its Compliance & Risk Lead. In this role, she serves as the subject matter lead on compliance and risk matters, driving Humentum’s compliance and risk-related consultancies, convenings, thought leadership, and donor advocacy.

Cynthia is an attorney with over 20 years of experience in the design, implementation, oversight, and evaluation of US Government-funded rule of law, access to justice, and civil society strengthening programs across the globe.  Cynthia has served as chief of party or deputy chief of party on large-scale USAID-funded cooperative agreements in the Americas and Southeast Asia.  Additionally, Cynthia has represented clients in civil rights and whistleblower retaliation cases in the United States while working for a private law firm. More recently, as Deputy Country Director for the American Bar Association in the Philippines, Cynthia coordinated an enterprise-wide assessment and response to various compliance and risk-related issues.

Cynthia holds a Juris Doctorate from the Washington College of Law at American University; a Masters of the Arts in Spanish Studies with an Area Focus in International Development from American University; and a Bachelor of the Arts, cum laude, in Spanish Studies from Gettysburg College.

What is your favorite place you’ve been to, and where do you want to go next?

One of my favorite places is Bali, Indonesia. Japan is next on my travel wish list.

What is your favorite ice cream flavor?

My favorite ice cream flavor would have to be cardamom, with lucuma coming in a strong second.
